  • Road Acceptance & Maintenance - The ordinance repeals Ordinance No. 667, which requires that a Permanent Road Division (PRD) be formed for all new subdivision roads resulting from a subdivision that creates five or more parcels and does not permit road formation or maintenance by any other means and permits non-emergency subdivision roads to be established and maintained by either a PRD or a Common Interest Development Road maintained by a homeowners association. (Click here for full text)(Hearing held on August 27, 2024)
  • Title 19 - Fires - The ordinance amends the Shasta County Code to extend the effective period of Title 19, Shasta County Carr Fire, Zogg Fire, Salt Fire, and Fawn Fire Disaster Recovery, with respect to “displaced person(s)” displaced by the Fawn Fire until September 22, 2025.   • Filling Vacancies of Elected Officials - The ordinance adds parameters to the County’s Charter to fill unexpected or midterm vacancies of elected department heads within Shasta County. The six elected positions include the offices of the: Assessor-Recorder, County Clerk/Registrar of Voters, Sheriff‑Coroner, Auditor-Controller, District Attorney, and Treasurer-Tax Collector/Public Administrator.   • Shasta County Air Quality Management District Rule 5 Revision - Amended the Shasta County Air Quality Management District (District) Rule 5 pertaining to open outdoor burning.  The amendments to District Rule 5 is to meet requirements set by the U.S. Environmental Protection Agency (EPA) for districts with EPA-approved Title V programs. On July 21, 2023, the EPA published a final rule (Removal of Title V Emergency Affirmative Defense Provisions From State Operating Permit Programs and Federal Operating Permit Program), effective August 21, 2023, to remove the emergency affirmative defense provisions from EPA’s Title V operating permit program regulations (40 CFR 70 and 40 CFR 71). These provisions were removed because they are inconsistent with EPA’s current interpretation of the enforcement structure of the Clean Air Act (CAA), in light of recent court decisions from the U.S. Court of Appeals for the D.C. Circuit. As a result of EPA’s action, it is now required for applicable state, local, and tribal permitting authorities to submit program revisions to EPA to remove similar Title V affirmative defense provisions from their EPA-approved Title V programs, and to remove similar provisions from individual operating permits.
