BOS Special Meeting on Opioid Litigation Settlement Funding
The Shasta County Board of Supervisors will hold a special meeting on Tuesday, November 12, 2024, at 9:00 a.m. to review presentations from local organizations on plans for utilizing Opioid Litigation Settlement funds. The meeting will take place in the Board of Supervisors Chambers, located at 1450 Court Street, Suite 263, Redding, CA.
The Board invites proposals for the use of Opioid Litigation Settlement funds. Each organization/individual will be allotted six minutes to present their plans. The goal of this meeting is to explore the best strategies for allocating these resources to positively impact the citizens of Shasta County.
Presenter Requirements:
- Presentation must include a detailed budget or financial plan.
- Plans must follow requirements of Exhibit E (attached below) of the settlement agreements.
- Presentation documents must be submitted to the Clerk of the Board via email at ClerkoftheBoard@shastacounty.gov no later than 5:00 p.m. on Friday, November 8, 2024.
- Presenters must bring eight (8) copies of their plan for the Board and Clerk’s records, along with twenty-five (25) additional copies for the public. Following the presentations, the Board will open the floor to a public comment period, allowing each speaker three minutes.
Shasta County currently has nearly $10.5 million in Opioid Litigation Settlement funds, including accumulated interest, and is projected to receive a total of $38.9 million paid in annual installments starting from Fiscal Year 2022/2023 through Fiscal Year 2038/2039.
The settlement agreements outline specific allowable uses for these funds, which include a focus on High Impact Abatement Activities. At least 50% of the Abatement Accounts Fund must be directed toward these high-priority initiatives, which include:
- The provision of matching funds or operating costs for substance use disorder facilities within the Behavioral Health Continuum Infrastructure Program.
- Creating new or expanded Substance Use Disorder (“SUD”) treatment infrastructure.
- Addressing the needs of communities of color and vulnerable populations (including sheltered and unsheltered homeless populations) that are disproportionately impacted by SUD.
- Diversion of people with SUD from the justice system into treatment, including by providing training and resources to first and early responders (sworn and non-sworn) and implementing best practices for outreach, diversion and deflection, employability, restorative justice, and harm reduction; and/or
- Interventions to prevent drug addiction in vulnerable youth.
The Board encourages local organizations to develop comprehensive plans that align with these funding priorities and to engage actively in this critical opportunity to address the opioid crisis in Shasta County.
